I have the hard tank ballasts as well as the plugnplay and I dont want to have to fill the plugnplay first and drain through the hard tanks. Just disconnect the sacs & toss them over the side if you can, they'll fill your bags that way or disconnect the vent line & they'll do it thru there. Do I have to decontaminate before coming back into California YES! when you pull out of the lake you will be stopped for inspection. have your anchors ready and your strainer. They will most likely find something and they will make you go to the station. They do not charge but last year i waited almost 4 hours because the line is so long. Even if they do not find anything you have a mandatory 30 days before you can go into any other lake( at least in utah) or until you get serviced. You don't have to do anything, they will pump the solution into the over fill hole and fill your tanks and ballast together at the same time. after that you need to back up off the cleaning station slightly to drain, or they suggest driving back to the boat ramp so you are at a nice slope to allow the water/solution to completely drain.( personally i didn't do this since it is slightly uphill when getting back on the 89. Yes, as Bloodiestcadaver stated the park rangers will do an inspection on your boat at the top of the ramp. Some days this is a PITA. And I have found that it even varies from ranger to ranger on what they find important. And where I do Powell on the weekends and Sand Hollow during the week this can get a bit frustrating. Donfather, you may want to check and see if any of the Port Of Entries into California do the DECON, those seem to be much more proficient and less lines to wait in. Ive been to powell alot but last year was the first with my own boat. They insisted i go directly to the decon station, but after that experience im just gonna skip and do it locally where its not busy. Lake powell water has an awesome color to it, but its nasty! cant hardly see past 5 feet lol. makes me feel like im gonna get eatin by a huge fish.
